June 6 - July 10, 2009

This Road Report information is provided as a public service and includes major construction and maintenance activities that delay or detour traffic on County-maintained roads. Listings may change without notice due to weather delays, equipment problems, and unforeseen circumstance. Check this page often for the latest information. Please observe all posted signs and detours. Use extreme caution when traveling through construction zones.

South Kitsap Area

moderate to significant delays anticipated. Sidney Road, from Lakeway Blvd. to Spruce Rd., has  moderate delays Monday through Friday. County crews are paving the road. Flaggers and a pilot car assist traffic through the work area. Work is weather dependent.

moderate to significant delays anticipated.Lake Flora Road Widening and Channelization Project
(between Lake Flora/SR3 and J.M. Dickenson)
This is Phase 1 of a 2 phase project. Phase 1 will improve the roadway width to include 12 ft. lanes and 8.ft. shoulders. The project begins approximately 1 mile from the Lake Flora/SR 3 intersection and ends just short of the J.M. Dickenson intersection (Phase 2 will be the construction of a round-about at the J.M. Dickenson intersection which will occur in 2010 or 2011). The contractor will start with pulverization of the existing asphalt for the full length of the project. Rough grading of the roadway will follow. Motorists can expect delays of up to 10 minutes. The Contractor will start construction Monday, July 6.

Road closed Burley-Olalla Road, at the intersection of Highway 16, is closed to through traffic. The Washington State Department of Transportation is constructing an overpass.

Central Kitsap Area

moderate to significant delays anticipated. Mathews Drive, at the east entrance to Hope Street, has moderate delays Wednesday. County crews are paving the road. Flaggers assist motorists through the work area. Work is weather dependent.

(at the intersection)
This project includes constructing a southbound right turn lane on Bucklin Hill Road and a northbound left turn lane on Tracyton Boulevard. The turn lanes are consistent with plans previously developed for Bucklin Hill and include adequate queuing length. Constructing these improvements require widening the roadway, relocating existing utilities, the current traffic signal and the pedestrian actuator. Preliminary work has begun at the site with minimal impact to traffic. Completion at the end of October is anticipated.

Road closed Chico Way, at the bridge, is closed. This project replaces the bridge over Chico Creek on Chico Way that was lost in the December 2007 storm. A contract was awarded to Quigg Bros, Inc., from Aberdeen on March 23, 2009. Construction started on April 9th and is currently proceeding ahead of schedule. All piles have been driven and pile caps poured. Bridge girders were placed on May 14. The contractor is working on setting forms for the concrete deck, which will be poured later in June. Work will proceed over the summer, and completion is anticipated in late August - two months ahead of schedule.

This project will construct a new roadway alignment from the SR 3/SR 303 interchange near Clear Creek Road to Old Frontier Road. The new roadway alignment will consist of: four 12–foot lanes, a 14–foot median, 5–foot bike lanes, 6–foot sidewalks separated by a 6 foot planter strip, and drainage facilities for stormwater quality and quantity treatment. The County awarded a contract to Woodworth & Company from Tacoma on June 23, 2008.  Construction started in July 2008 and is anticipated to be complete by the end of 2009. The contractor completed most of the roadway excavation and sewer installations, and installed erosion control devices such as detention and settlement ponds, along with silt fences and check dams, prior to a winter suspension. Work resumed in April with installation of the water mains (one for potable water and one for reclaimed water). The next major item on this project is construction of the joint utility trench (Power, Cable TV, Telephone, Signal interconnect) that will begin on May 11. Project completion at the end of 2009.

North Kitsap Area

minimal delays up to 5 minutesClear Creek Road, at the intersection of Finn Hill Road, has minimal delays through July 17th. Lydel Construction and Embarq are working on the intersection. Flaggers assist traffic when necessary.

Upcoming Construction Projects and Road Closure

moderate to significant delays anticipated.Clear Creek Road/Finn Hill Road Traffic Channelization Project
(at the intersection) This project improves channelization on Clear Creek and Finn Hill Roads. The project area extends 500 feet south and 600 feet north of the intersection, and 100 feet east up Finn Hill. the project will begin with clearing/grubbing and then rough grade work. Because this is currently only a two lane roadway, motorists can expect delays of up to 10 minuts as vegetation debris is felled and loaded into trucks, or material is graded and loaded. The Contractor will start construction 7/15.

General Maintenance

General Maintenance indicates crews are working in areas adjacent to and outside of the driving lanes. This work includes any of the following: 

  • road approach work
  • storm system and ditch restoration
  • shoulder maintenance
  • sweeping
  • overhead brushing
  • road crack seal application
  • vegetation management
  • storm clean-up
  • maintaining and lifting manholes/general system maintenance
  • other maintenance activities as required

Use caution when passing roadside workers. Flaggers will assist motorists when necessary
