Downtown Kingston Master Plan

Introduction

As a regional urban center, Kingston plays a pivotal role in North Kitsap County. The community retains an authentic small town character, while serving as regional gateway and economic driver. Downtown Kingston particularly assumes this identity as an historic neighborhood, gathering place, business district, tourist destination and transportation hub.  

However, Kingston’s evolution from resource-based maritime community to gateway town has resulted in an incomplete downtown development pattern. Kitsap County recognizes that downtown improvements are needed to serve those who live, work, play and conduct business in Kingston..

About the Planning Process

In 2008, Kitsap County worked with the Kingston Citizen Advisory Council (KCAC) to develop a work program to implement Kingston Sub-Area Plan goals and policies. The 2009 master planning process is a step toward work program implementation, focusing on priority downtown projects.

The master plan will identify and coordinate the downtown’s physical redevelopment and revitalization. Improvement categories include capital projects, code and procedural revisions, programs and research. DCD staff is conducting monthly meetings in Kingston and reporting progress to the KCAC. The department expects to present a draft master plan this summer, followed by public hearings and adoption in Fall/Winter 2009.

Downtown Master Planning Committee

The Community Planning Division of the Kitsap County Department of Community Development is working with a 16-member planning committee with interest and experience in issues affecting downtown Kingston. A total of 16 organizations and community groups are represented by the committee, including residents, business leaders, property owners, KCAC representatives and various volunteer groups.
